The voices are only downloaded with the accessible plugin version. 
You  turn on the reading with control R.
There are other reading controls which can be found in the help files.

OK David but then will they get the tts voices if they download the
inaccessable one and how do they turn on the voices when it is on PC.  My
friend who is sighted has KK and often listens with text to speech turned
on.
