So why has the Open University got a special department in Milton Keynes to deal with this kind of issue?

I have a pdf file which while someone put it in to Word for me, I find it very hard to read from a study point of view, as the footnotes are now running in to the text.  This makes it hard for continuous reading of the 56 page document.  I do have Adobie Professional and as this is an image file, I had hoped that it could use its in-built OCR but it is not doing that either so I imagine that it has something to do with the security tags.  I did ask the Open University library about getting this document in an accessable format but they did not seem to think they could help and suggested alternative study material.  However, my tutor advised this article so I am a bit stuick.  Can anyone help re this matter of an accessable format.  Please contact me off list if you can and I will send the pdf file to you.
