Actually that's not strictly true.  Sighted people would have to pay for Navigon.

Just like in other apps, there are free and paid for GPS apps.  Seems there are more free navigation apps on Android though than iOS.

I still find it annoying that blind people have to pay for navigation apps whereas sighted people get an app of equal or greater abilities for absolutely free. I understand that it is harder to develop for a blind person due to accessibility (not that much of an issue) and specialised groups who don't get much funding. Still, I think that blind people shouldn't have to pay for services that sighted people get for free. Just saying…
