Depending on the model of Dell system, there may be a function lock key as well. Without knowing more though, we can't advise further I'm afraid.  If you've got eyes on the keyboard and it’s a laptop, you may be in luck.

If not, it'll be a trip to the BIOS.

Probably FN keys works as multimedia controls.
It is the same for many brand new laptops today. Was like this with my Lenovo Yoga.
I think, if you have no specific Dell brand software for managing all sorts of settings for you machine, you need to go somewhere in BIOS to make the change.
I can't tell you exactly where, but making a search on Google may reveal the answer.
For bios changes you need sighted help, I am afraid.
Untill this changes done, use FN key, next to CTRL every time when you need alt f4 or other function keys.
