Hi all,

II’ve just seen this courtesy of the ‘your local cinema’ email bulletin. Tha newsletter gives the titles of recent movies you should be able to enjoy with audio description at…well…your local cinema. The below gives details of how to get involved in the consultation on how the new legislation should be implemented, requiring audio-described TV content to be broadcast with audio-description on catch-up services as well as at the original time of transmission. Currently, for example, if you watch, say, Endeavour at 8PM on ITV you can get it with audio-description. If you watch it an hour later on ITV + 1, A D isn’t available. I don’t know whether you will always get audio-description when the programme is then repeated on ITV 3, but you should.

Accessible Audio Described TV - very crucial OFCOM consultation!

Standardising audio description on catch up TV

The Digital Economy Act gave Ofcom the power to require audio description on video on-demand services such as BBC iPlayer, NOW TV and ITV Hub. Ofcom are asking for advice on how this should be done and they will then advise the government’s department for Digital, Culture, Media and Sport (DCMS) on how the new laws should be set up.

RNIB will be recommending that anything broadcast with audio description should have audio description when watched on a catch-up service and that the video on-demand industry should be moving towards full accessibility. This is an opportunity for you to also have your say.

Details can be read here:

Some of the key questions in the consultation, as expected, refer to how much content should be available with audio description on video on demand services. In our response, briefly, RNIB will be asking for:

• All content that is delivered on linear television with audio description to be mirrored on video on demand services.

• VOD services to move towards full accessibility

• In addition to this, RNIB will also demand that the online players and apps themselves are set up in such a way that they work for people who use assistive technology, for example, JAWs, Voiceover and Talkback.

Please complete the form on the Ofcom website to respond:

(Useful tip – there are 2 word documents on the consultation homepage, if you are a screen reader user, use the one titled “Consultation questions for use with screen readers” and email the completed form to vodaccessibility at ofcom.org.uk)

This consultation ends on 3 April 2018.

Thank you!
