This is why I went with Gmail several years back. After my ISP changed for
the third time, I decided it was time to subscribe to a service that was not
dependent on an ISP's domain.
I find Gmail to be very accessible and it supports POP3, although I must
admit my preference is IMAP.
Once your account is created I find that the HTML view under settings is
easier for me to use with text to speech software.

As my Virgin email address will cease to work shortly, I want to find a
cheap email address which I won't need to change every time my ISP changes!
I know it's probably not fashionable, but I'd like something which will work
